Pennsylvania: Lackawanna County Prison OKs Contract For Digital Library, Bolstering Inmate Reading Options

Lackawanna County Prison inmates will have free digital access to e-books and audio books offered by more than 5,000 publishers under a contract the county prison board approved this week.
The board voted unanimously Wednesday to authorize the use of OverDrive, a digital library product inmates will soon be able to access on prison-issued tablet computers. Officials will use inmate canteen funds generated from prison commissary sales to cover the $21,000 cost of the one-year contract, which can be renewed thereafter at an annual cost of $16,000.
It comes at no cost to county taxpayers, county controller and prison board member Gary DiBileo noted. He called the contract an appropriate use of canteen funds, which must be used to benefit inmates.
