The National Technical Reports Library (NTRL) has become an open access resource, following a decision made by the National Technical Information Service (NTIS).

Open NTRL includes the following advanced search capabilities –
- Search by title words
- Search by source agency
- Search by author
- Search can be limited by year of publication
- Search can be limited to documents available in full text
