This manual provides a guide to basic methods and techniques of investigative journalism, and it consciously fills a gap in the literature of the profession. The majority of investigative manuals devote a lot of space to the subject of where to find information. They assume that once a reporter finds the information he or she seeks, he or she will be able to compose a viable story.
The publication focuses on the hypothesis-based inquiry approach, which takes the basic assumption that a story is only a hypothesis until verified. The methods and skills applying to every step of the investigative process, from conception to research, writing, quality control and dissemination, have been thoroughly analyzed and are well illustrated by case studies in each chapter.

Preface
UNESCO has constantly fostered debate on media accountability and professional and ethical standards, which provide journalists with guiding principles on how to best exercise their profession. In collaboration with Arab Reporters for Investigative Journalism (ARIJ), UNESCO launched the first manual for investigative journalists in Arab States entitled “Story-Based Inquiry: A Manual for Investigative Journalists” in 2009. Investigative Journalism means the unveiling of matters that are concealed either deliberately by someone in a position of power, or accidentally, behind a chaotic mass of facts and circumstances – and the analysis and exposure of all relevant facts to the public. In this way investigative journalism crucially contributes to freedom of expression and freedom of information, which are at the heart of UNESCO’s mandate. The role media can play as a watchdog is indispensable for democracy and it is for this reason that UNESCO fully supports initiatives to strengthen investigative journalism throughout the world. I believe this publication makes a significant contribution to promoting investigative journalism and I hope it will be a valuable resource for journalists and media professionals, as well as for journalism trainers and educators.
